of the 19th ultimo, I am directed by Secretary Sir E.
Grey to transmit to you, to be laid before the Secretary
of State for the Colonies, a copy of a despatch from
His Majesty's Minister at Peking forwarding a Memo-
randum on the subject of the proposed working agreement
for the British and Chinese sections of the Canton-
Kowloon Railway.
Sir E. Grey will be glad to receive in due course
the views of the Earl of Crewe on the points discussed
in the Memorandum.
